hi as such this is a very rare course so wherever it is offered in DU it is good Rajdhani College is known also if it is offered in Miranda House then you can try out there any college in North Campus would be an appreciable choice all the best

No. You have to give exam in order to study engineering, however, there are management quotas available for private colleges which you can avail for direct entry but details are generally given in the college website so best of luck.
