You have to clear the backlogs. Once you have done B.Sc. Degree, with minimum percentage requirements, all the colleges will open for you despite the fact that you have backlogs.

It depends on the college. You can consider reputed colleges like Miranda House. The annual fee of Hindu College is 12,000-15,000 per annum, and other colleges like Loyola University would also be in the similar figures.

If I may say so, your marks in NEET are rather on the lower side. Therefore, to me, it seems difficult that you would get admission in government colleges. This is so since majority of students prefer government colleges. However, there is no harm in trying. Hence, I would like to advise you that please do apply online via SAAR and hope for the best.
