Yes, there are plenty of Diploma courses once you complete your graduation, be it arts commerce or Science. Different Diploma courses are available for the asking. The numbers is so huge that it is almost impossible to list them in this answer. Yes, in India many universities conduct their own entrance exam for admission for M.Sc course such as Delhi University, Panjab University, JNU and many others.

You need to have scored a minimum of 60% in your class 12th with mandatory subjects like English, Geography.
Candidate must have secure 60% marks in the subject as well. No candidate shall be allowed for admission after a lapse of more than 5 years from the year of passing the previous qualifying examination.
I think you can apply for the course as you have Geography as a subject in your 12th but only with 60% marks in both Geography and English. Once you score the minimum percentage, you can apply for the course.

You can certainly take up the UPSC preparation course along with your degree studies which is called a foundation course. You will encounter a challenge to maintain the time accordingly but for a suggestion (like most of the students are doing that I am in connection with), you may go for coaching at weekend basis and manage to revise your coaching matter for that weekend slowly during the entire week keeping in sync your regular college studies, this kind of management really works well. Thousands of students are preparing of UPSC right along with their high school studies or from their UG itself, so do not lose hope and go for it.
