You can take admission in a new colleges and start B.Sc freshly but don't show your B.Sc degree in which you have got 7 backlogs. Show it as a gap year in between.

Hello there, As per my knowledge, there is no such process to withdraw your admission after submitting fee and other original documents. Once you submit your fee you cannot back out. Ask to your college administrator once for proper detailing. Regards.
