There are many college in India which provides best B.Tech educational course, But from your 12th results you can not the those best college.
The most important thing to get best B.Tech colleges is JEE entrance examination.

Yes, you can get admission in B.Tech in engineering. Try to appear for Diploma to Degree counselling. You will have a merit list, and you have to search colleges accordingly.
