All branches of BTech are equally good. You must choose a branch based on your interest. Currently Computer Science and Engineering is most preferred stream of engineering.

It is definitely a good choice provided you do it from a good college. It has a lot of scope and good package is offered upon completion of degree. Also do not just do it because everyone else is doing it. See your interest first. If you are interested in CSE, then definitely go for it.

For any and every gov job u need to clear entrances. There is no discrimination of subjects in core gov sector. In allied sectors like research laboratory and others biotechnology has a good scope.
