It would be better if you join a college in Delhi for BBA, because placements and exposure are better here. You can apply in Mumbai too, but if you want to move out, Delhi is the best.

The Entrance Exam result will be on the merit based. It depends upon the highest score.

Only private colleges in last counseling round which is also highly unlikely. Apply in some private college or take a drop. This rank will not get you any college.
