BBA is related to business related studies whereas B.Com is specifically related to commerce related subjects mainly focusing on accounts related subjects.

If you have completed and passed first & second year, you may get the admission in any of the other college affiliated to that University. Please check the minimum gap required to continue else if gap is more then you may not get the admission.

Yes, you can apply in Delhi university and private colleges also. But, before that just go through their eligibility criteria first.
