According to the IIM admission criteria, candidates appearing for CAT must have a Bachelor's Degree with at least 50 per cent marks (for General category) and 45 Percent (for SC, ST and PWD category) or equivalent CGPA from any recognized university. Further, candidates appearing for the final year of Bachelor's degree/equivalent qualification examination and those who have completed degree requirements and are awaiting results can also apply. So, from above you are not eligible for CAT-2018.

Yes, you can definitely change your college, but with a valid reason. Basically, colleges do not prefer this flexibility, as they loose a seat, so there might be a possibility that they may request you to pay the third year fee as well. There is also another possibility, where the college can be harsh, so they may not give you yours 1st year completion certificate due to which you will have to take the admission again from 1st year. It depends on college to college. Kindly discuss with the college.

It is certainly possible to pursue Masters in Psychology, even though you have obtained Bachelor's degree in some other field. Most of the people who apply for Master's degree come from varied field and this creates mélange of student coming from different field and sharing knowledge and helping other to gain further insight.
