Yes, you can change your college after successful completion of your 1st year and by successful completion I mean, there must be no active backlogs in any subjects in both semesters. First things first, it'll be a hectic process, I believe you'll be charged extra fees by your new college. The documentation collection is the main thing. If you're seeking admission from colleges affiliated with same university then it'll be a little easier process. But if the universities are different too, then you'll have to appear in the entrance exam and personal interviews. Visit your college for more detailed information.

It is true that BCA does not hold that much value as compared to B.Tech CSE or IT. But, BCA is a course which is for commerce and arts stream students or even for Science stream students who didn't performed well in their +2 and wants to build a career in IT. It is also true that if you have a BCA degree and absolutely no or little knowledge in programming, you probably will not be securing any job offers. In BCA you have to put in your extra efforts in learning and mastering the skills in programming. Just having the degree will not yield much. Yes, you can do B.Ed after completing BCA. But, it is better to go for professorship in colleges.

You can apply for MCA in IGNOU-Delhi in distance education mode, but it will take 3 years (6 semester) to complete, since this university is UGC recognized, the certificate is valid for applying for government competitive exams. All the best.
