Canada has a vast number of jobs available for willing prospects. With the strict US work setting, more and more people are driven to Canada every year due to the opportunities it provides. However, in case of a proper work opportunity, you would still require IELTS as the English Proficiency test. With the recent changes, the score barrier has gone up and certain people find it difficult to achieve the same. This depends on the university actually. They may certain criteria regarding academic qualifications. I would suggest you check out the websites of the colleges or universities that you are willing to apply for in Canada and ask them directly about this. They will respond quickly. Yes, universities do take a close look at the number of backlogs. Most of the top good universities do not accept more than 6 (or 8) backlogs. For top universities, it would be max 2. Secondly, they would also look at the CGPA in the last 2 years (4 semesters).

Yes, you can apply in Canada September 2020 intake provided that you meet the required percentage and the eligibility criteria.

No one comes under sds, you should check weather the college is a listed DLI, then there's no other issue.

Yes, backlogs will greatly affect your chances. It is a huge negative reflection. First of all, you have to clear all the backs without which you will not be eligible. Then also your CV matters the most, nevertheless it doesn't mean that all hopes are drowned.
