Not highly recommended because the process would be highly complicated. You can also study only if you meet the credit point requirements of the university. You have to contact some universities in Canada and check out the necessary requirements. Try to get hold of some authorized university representative or agent.

The best will depend on the person. PGD and Master's degree are different, also it will be difficult to find a PGD in the engineering discipline in Canada. If you want to do a Master's degree then you must be academically very strong, more than 75% is required. You must have very strong LORs, project works, etc. You can make your career mainly in RnD field. So, you decide which is the best for your by going through programme syllabus, related careers, and admission requirements.

You can't do PG Diploma after completing a Diploma course. You must complete a Bachelor's degree to get into a PG course. Now, you have to apply for a Bachelor's degree programme in Canada.

This is up to your percentage and depend on the college in which you want to study. Most colleges have their own entrance exams for admission.

What will matter now is if you've completed your B.Tech on time and if you have adequate grades. A good SOP about your previous gap, what you intend to study now, your future plans etc. must be prepared.
