You can always email the colleges and ask them, the answer will depend on the college's admission policies, they may or may not accept it, they may ask you for a retake or can actually offer you an English language pathway programme. It will also depend on how good your academic record is, if you have a high percentage they may accept the IELTS score.

Do note that most of the universities in Canada require a 4-year degree course, check the requirements properly before applying.

The universities will ask for evaluation from World Education Services (WES) to verify your credentials as per their policies. You have to contact the universities directly and they will tell whatever needs to be done.
