Hi Sachin,
You can always email the colleges and ask them, the answer will depend on the college's admission policies, they may or may not accept it, they may ask you for a retake or can actually offer you an English language pathway programme. It will also depend on how good your academic record is, if you have a high percentage they may accept the IELTS score.

Where do you want to study? Germany or Canada? Anyways, yes, you can plan for 2019. Wherever you decide to study you should start the application process a year before the intakes. You should check university websites for deadlines and follow the application timeline provided by them. Gaining work experience till you apply will be a strong point on your application.

Hi, for this year's September intake, it's too late. But you can check SPP colleges, they may be accepting till July. Applying so late, however, will mean delay in visa or visa rejection, so check all deadlines first and talk with the colleges before you submit your application.

Hi,
The universities will ask for evaluation from World Education Services (WES) to verify your credentials as per their policies. You have to contact the universities directly and they will tell whatever needs to be done.

I can't tell you much about diplomas as I am a B.Tech myself. But the main difference between a post graduate Diploma and an advanced Diploma is that a post graduate Diploma as the name suggests is a PG Diploma, whereas advance Diploma is same as the regular Diploma only that its a 3- year degree course as compared to a 2-year regular diploma. Masters as well as PGD, both are beneficial after graduation in mechanical engineering. But the difference between a Postgraduate Certificate, a Postgraduate Diploma and a Masters M.A. Or M.Sc. Yes, it is definitely possible but It might not be easy, you may not get the admission in top colleges/universities, However, there are some top ranked colleges/universities which won't consider your profile. Generally most schools require an overall band of 6 with not less than 6 in each individual section and the academic requirement is 65% - 75%, and this is not for all the universities and for you, work experience is an added advantage, my suggestion is to chose the course and university and consult the concern university admission officer and enquire about your eligibility.
