Hi Virat,
You have to start checking university websites for the entry requirements and prepare accordingly. But by the time you prepare and apply, it will mean another wasted year so think wisely if you would like to waste 2 precious years. Universities abroad won't be impressed. See here and check for requirements and deadlines and contact the universities directly. Check SPP colleges and contact the agents:

IELTS is the test for English language proficiency and whoever told you it is equivalent to HSC must have fooled you or must be a big fool himself. Gaining 7 bands in IELTS is very good however you must also have good marks in your 10+2, more than 80% is recommended if you need scholarship. Please check college or university websites for scholarship information. Generally they are given on the basis of merit automatically at the time of admission so having excellent academics is very important.

You have to know what is best for you and decide accordingly. No course comes with a visa guarantee. If the course you choose matches your profile and career plans and if you can explain this to the universities and visa officer clearly there is no reason why they won't give you a visa. To apply for project management you have to show relevant knowledge , interests and project works. Your SOP and LOR will also be very important.

12 backlogs is a big number. Without a strong profile it will be difficult. Canada seems tough. Check options in Australia and may be countries in Europe.

Academically, you are eligible. However, for PhD admissions, you must also be accepted by a supervisor so you have to visit university websites and find universities offering research activities in your field. Thereafter, you need to contact the department supervisor alongwith your research questions and topics, they will get back to you if they like what you wrote. Follow ups will be necessary.

NIOS generally is recognize but if you want to apply abroad to any country you should contact the universities directly and ask them. It will depend on the particular university or college if they will accept it or not. If they do it will also mean that your application will be evaluated more strictly compared to applicants who have done full time schooling.

Chances of getting admitted will be less. You already hold necessary qualifications. Without any concrete reasons as to why you want to study a diploma course in HR having already completed your MBA in HR universities won't be interested. Rather, you should get a job and gain some experience if you don't have yet and then apply to a relevant PG or PG Diploma course.

You can apply, check options in Europe. Canada and Australia will be too competitive basis your grades. You may still get a few options in Australia. Your SOP, LORs, IELTS or TOEFL score will also be considered.
