I think you choose Electrical Engineering because this course will provides you the enough opportunities for joining and disconnecting the various types of circuits. Further Electrical Engineering is the core branch of engineering, Hence you will get lot of opportunities for employment in Government

Yes, sure you can apply for education loan for MBA. The maximum amount is 20L and its depend upon the bank also. You can go for online search about different banks and it's my suggestion to go with vidyalaxmi portal. It will be easy for you to get the details related to bank with their interest rate
