No, the cutoff is not released region-wise. It is released centrally on the official website of the commission. The SSC select the candidates based on the test conducted at the all-India level. The regional offices come into the picture for the release of admit cards and document verification only.
Except SSC CGL admit card, all the official communication regarding the SSC CGL exam is released by the central website of the Commission which is ssc.gov.in.

No, the SSC CGL result is not declared region-wise. It is declared from the central Staff Selection Commission's website. The Commission mentions the names, roll numbers and categories of the candidates in the result pdf. SSC releases the category-wise cutoff with the result. The Commission also releases the number of candidates available for the next phase of the selection process. The candidates must download and save the result pdf for future reference.
