No, you are not eligible for IIT JAM exam.
The minimum requirement for JAM exam is a Bachelor's degree with a minimum of 55% marks for General & OBC and 50% marks for SC and ST category.

You should do M.Sc biochemistry. You can do M.Sc chemistry if you have chemistry as a core subject in all 3 years of B.Sc. 12th subjects don't matter much.
