No, School of Engineering and Technology is way cheaper than APS College of Engineering.
The total tution fees for Undergraduate courses in School of Engineering and Technology ranges from 3.4Lakh - 3.6Lakh INR. While the total tution fees for APS College of Engineering ranges from 6.3Lakh - 17Lakh INR which is more than twice that of School of Engineering and Technology. The placement difference in both the college is similar as both the colleges are affiliated to the same universities.
