Since you got 38% in your XII then you are bound to pursue your degree from IGNOU only. The IGNOU is not the best but still it will help you to a greater extent. You just have to appear for the final exam and you have to make peojects also and side by side you can also start your buisness.
Course fee is 36,000 for III years.
Course Duration is 3 Years
There is no bar for the maximum and the minimum age.
Eligiblity is only 12th.
As the fees is 36,000 it means that you just have to pay 6,000 per semester.
For admission related purpose you can even call or mail them or simply you can go to the centre.
After acquiring the Bachelors Degree (BCA)

Yes, surely you are eligible for this course.
Graduate from any recognised University/ Institution of National Importance with a minimum of 50% marks or equivalent grade.
on the basis of written test and personal interview, you will get the admission.

If you want to pursue ECE then try your hands on robotics and embedded system learn their basics, try to build some hardware projects. You will see the power of IC chip in this digital world. Yes, you can give the paper next year also. If you have taken admission in 12th in 2019 then there is no issue but if your 12th will complete in April 2019 then you have to decide what you want to do during the entire year.

There is no such cut off percentage. You must have a good percentage in 12th grade with Science or Commerce from PUC / ISC / CBSE or equivalent board.

It is very nice of you to think of doing your M.Tech via distance education mode, but when I checked on the website of VTU, it is located at Belgaum while you are mentioning it in Bangalore. I am attaching a link for your ready reference. Am I missing something that is in your mind and I am not able to understand? There are plenty of colleges in Bangalore offering M.Tech on regular basis and few of them by correspondence also. Shiksha app will give you all the information about these colleges as well as colleges offering distance mode also.
