No, the Technical University of Munich is not really free for Indian students. The TUM tuition fee ranges from EUR 2K to EUR 3K for UG programs.
For students at the master's level, this fee is applicable and it ranges from EUR 4K to 6K per semester.
Other than this, all the students are required to pay a mandatory semester contribution of EUR 150 to EUR 200.

Yes, the Technical University of Munich requires the strict minimum ECTS credits in Math, Programming and Engineering subjects for STEM and Management MS programs.
These requirements are required to be verified through the TUM's mandatory Curricular Analysis. You usually need to have completed a minimum of 140 ECTS, which are equivalent of your total degree credits.
