Yes, you can apply. For B.Ed - you need to be a Graduate. You are post graduate already. So there should not be a problem. Rather your PG degree will help later in Career as Teacher.

BITS Hyderabad is better than NIT Kurukshetra for electronics in terms of placement, infrastructure, faculty, and opportunities.

Both NITs are good, take branch according to your choice and preference. Taking consideration of placement and scope, civil will be a better option.

Yes, you can. You need to have a minimum of 50% in UG to be eligible for admission here. You'll have to take leave for exams only, rest you can continue your service easily.

Yes, you can study in Hindi. But, remember in Delhi courts English is the medium of instructions.
