Yes, a candidate can apply for lateral admission in MGM Institute of Health Sciences. This is clearly mentioned on the official website of the institute. Lateral admissions are possible for both UG and PG courses, however, the final decision for granting admission toally depends on the institute.

If you've done BHMS, you can usually apply for the Modern Pharmacology course no matter which state you're from. It's not strictly limited to those registered in Maharashtra. But, if the course is run by a Maharashtra-based institute, they might prefer candidates registered in the state. It's not the same everywhere, so it's better to directly ask the institute offering the course to be sure.
