You can apply to any private colleges offering 3 year law course. Otherwise, it is not possible. The private universities also take an entrance exam, but that's just for formality.

In DU SOL :-
PG Admissions are offered under two categories, I. e. , Entrance and Merit-based. For PG Courses, 50% seats of the total are filled through merit and remaining 50% seats are filled based on entrance test, GD or PI (if any). If you have not appeared for any entrance then try on merit based. You might get through. Last date for applying is 31st July. So hurry up.

Yes, you can apply for a Degree now - maybe take up as lateral entry in 2nd or 3rd year.
lot of colleges accepts lateral entry in B.Tech Automobile Engineering after Diploma.
