You may be getting almost no Central Government IHMs and you would obviously have to compromise on state level IHMs, but instead why don't you opt for private institutions like Oberoi or Vedatya Institute-Gurgaon, Oberoi STEP has no fee and instead they pay you stipend and Vedatya institute is one of the best hotel management institutes in Delhi-NCR providing top notch level of education with similar fee structure to IHMs.

If you are applying for central government IHMs, all will be having a similar fee structure and all State IHMs have same fee structure, but Central government IHMs charge higher fees than state level IHMs.

The timings vary from one institute to another. It would be better if you contact the colleges directly for the information.

Fees structure for B.Sc IT at St. Xaviers Mumbai: First year - Rs 38771 Second year - Rs 34270 Third year - Rs 38315 I think, this fee structure is for general students. For management Quota, you must once check with them personally. Good luck.

There is no such cut off score. Selection would be based on various parameters such as your performance in GD,PI, psychometric test, academic scores etc.

The final selection is based on a lot of factors and hence we cannot speculate on it. However, as there is no cutoff for applying to PGDM, you can fill the form and give it a try. GD-PI is weighted highly in your selection process. You can also check about the AIMA course offered by SIES on its website.
Good luck
