It would be around Rs. 30,000 per year. In the first year only need to pay some additional fees such as admission fees, caution deposits, and laboratory/ library maintenance fees. The thesis submission fee and ethical clearance fee also need to pay to complete the Ph.D.

You can try for the counseling for sure, although your rank is more. No need to worry there are many private institutes that offer BSc in Agriculture with good placements offers. As I am from Punjab I can tell Chandigarh University offers BSc in Agriculture and have full furnished Department with reputed faculty. They have a foreign exchange program also.
Eligibility: 10+2 or equivalent with Physics, Chemistry, and Mathematics/ Biology/ Agriculture with at least 60% marks in aggregate.
Scholarship Test: CUCET

Yes, the Central University of Punjab does offer a B.Com programme. In fact, the Central University of Punjab provides a wide range of postgraduate degrees in a number of different fields, including management, Science, and the arts. Dear aspirant as my brother has pursued B.Tech in civil engineering from LPU, I can give you better insight for the same. In Khalsa College for taking admission in B.Com plus some other courses there is no need to take any entrance test. The admission is entirely based upon qualifying marks in +2.

Guru Kashi University is recognized by BCI( bar council of India) . It is located in Punjab. It is NAAC accredited. Also, it is 100 percent ICAR accredited. Located in Bathinda, guru kashi university offers Msc in various fields. Msc in chemistry is a 2 year pg programme with a tuition fee around 2 lakhs. To get admissions, there is no minimum cut off that is you only need to meet the eligibility criteria which is an undergraduate degree from a recognized university with chemistry as a compulsory subject.
