Yes, you indeed can. Any student can do any course via distance education mode. The restriction is to the heavily practical oriented courses, since there is no scope for practicals in distance mode. That's all.

Yes, you can do MS from any country. Just keep in mind. You should have a great score in foreign entrance exam like ex (GRE) and should have good command in English because English matter and also, I would like to say lookout for scholarship it will help you a lot, and can free you from tuition's fee burden.

Between the two, you should definitely go for Medicaps University in terms of academics, infrastructure, campus crowd, faculties and the most important is placement. From the last two year internships are also provided to the eligible students. Hence I suggest you opt Medicaps for B.Tech (CS).

There are many private colleges in UPTU, which provides lateral entry in B.Tech. Some of them are JSS, Ajay Kumar Garg, ABES Engineering College, Galgotias University, IMS-Ghaziabad, RKGIT, BBD-Lucknow, Shri Ramswaroop Memorial-Lucknow. If you want to go with government colleges, then you have to clear LEET exam of UPTU.
