Answering honestly, how could a degree in Diploma be equivalent to that of Bachelor's degree. No, it is never equal for the Bachelor's degree. I think you would better opt for MBA.

There is no reduction of fees as such on the basis of the entrance. However, there are scholarships available during the course of study as Merit cum Need Scholarship or Merit Scholarships catering to the financial crisis in the family based on your CGPA obtained in the semester exams.
