Do you really believe that you have a chance with just 33% marks? With these marks I am afraid you have less chances to get admission in any government college.

Hello Hilol,
With less than 30% marks in JEE Mains, just think if you would have got these marks in 12th what would have happened? Any government college gets students in drives and this pushes up the cut-offs. It's not possible with these marks to get admission in any government college.

If you are seeking admission after Diploma then you should have first class to get direct second year admission in engineering. After 12th the criteria will depend on your CET score as well as your 12th PCM marks which should be 45%. Out of 200 in CET, your score should be more than 150 to get admission in Mumbai engineering colleges. In other universities you can get admission with 90-100 CET score.
