You will have to wait till JoSAA 2017 website gets launched. You should check JEE Mains website continuously for notifications.

If 39026 is your SC rank then you cannot get the admission but if that is your general rank and you come under SC category then you have fair chances.

It's your choice, but if you ask then B.Tech courses are always better than M.Tech.

What is the minimum percentage to get mechanical branch in NIT Rourkela? My SC category rank is 4010. I am from Odisha.

At least, you need to score 100 marks for NIT, Rourkela mechanical branch if you belong to the SC category.

No, sorry. It is extremely difficult and nearly impossible if you are a general category student.

It depends. If you are from Odisha then yes and if not then it might be difficult.
