If you are a general category other state student, there are no hopes of getting into Electrical Engineering in NIT Rourkela. However if you are a Home State candidate there are fair chances in the 4th round or spot round of counselling. If you have an OBC/SC or ST certificate, AIR 24514 is good enough to get you a seat in Electrical Engineering in NIT Rourkela. You may expect to qualify the JEE mains exam but I am afraid that you may get a very low rank. As far as I know you may get lower rank NITs like NIT Nagaland, NIT Manipur but it is unlikely that you would get NIT Rourkela with those marks in JEE Mains and 71% marks in boards.
