Ask to your friend regarding his interest between Metallurgy and EEE, What he exactly like to do. IIT is brand name and its faculty members and Infrastructure are world class level and accepted globally. IIT-Bhubaneswar have NIRF ranking 17 among the top engineering institutes. IIT-Bhubaneswar have good placement record and last year 88.89% of MME students get placed in various companies. BITS Hyderabad have NIRF ranking 25 and NAAC A grade accreditation. This college is also have good placement record and the average CTC is above 10LPA. So its purely depends upon on your friend, he can switch over to any college as per his interest.

Hi Sai,
Certificates are generally different than diplomas - first these are short term courses (sometimes hourly) and also because they are given out to students who have passed a particular course of study not necessarily related to high school graduation requirements.
Diploma programs offer a more in-depth curriculum than a certificate, they are for a longer period depending on the course. But they are not at par with the degree.
Now coming to FTI Hyderabad - Certificate course is for 60 hours whereas Diploma is a 3 months course in Acting course.
