Of course, they will ask for your HSC marks, what else do you think they will require? Your academic historic class 10th to 12th, along with extracurricular activities, SAT and TOEFL scores, etc., will be checked.

Since Stanford is one of the most selective universities in the world both gaining admission and scholarship are difficult, however, if you are extremely bright and meritorious and if you deserve a place in Stanford and obviously they will give you financial help. But first see if you meet the requirements, visit the Stanford website and prepare yourself.

You will be considered for scholarship automatically when you apply, you will get a scholarship or not will depend on the university and your profile, as it is Harvard is world's topmost university and seeking admission is not a cakewalk. I am also wondering what you mean by waiving scholarship, waive means defer or remove so please clarify what exactly you intend to know.

You have not mentioned admission in undergraduate or PG course after you finish graduation in India. Scholarships are not the way of life in USA. Work while you learn is the norm. There will be plenty of opportunities for this.

Students do get scholarships in Universities abroad or they also get opportunities to work during studies to enable them pay for their studies. Unfortunately there is no single yardstick. It changes from institution to institution. You will have to check with each institute separately.

Now, I am coming to your question, MCI approves PG degrees from five countries only namely UK, USA, Canada, Australia and New Zealand. Texila American University has clearly stated on their website at the bottom of the page that these courses are not recognised in India.

UK offers admission in various MD programmes without PLAB and the courses are purely clinical and totally recognised by MCI. Also, you won't be required to take any screening test also.
