How do you compare universities? Here are some criteria:
Curriculum : If at all the curriculum is continuously upgraded and developed with consultations and feedback of industry. Since IT is a highly dynamic field, you cant afford a programme which is stuck in obsolete technologies and syllabi. If you are very much interest in CS then go for it. And if you want to go to IIT then you should join IIT Kanpur or SEE if any other branch you can get try for chemical engineering. The placements and internship stats are excellent at IIT Kanpur. Also most of the company are open to all the branches but sometime priority are give to the branch if everyone is equally talented. Some of MSE courses are difficult to handle but if your CPI is 10 in the first two semester then you can get CSE too. In the first two semester all the branches have same courses. I would say you should join IIT Kanpur. IIT Kanpur placement stats are good and programming culture is also great there. IIT Roorkee is also nice. If you want to consider the International ranking also IIT Kanpur is above the IIT Roorkee. IIT Kanpur campus is also great.
