I would suggest you to stay away from Dehradun JB it because it does not provide any faculty like NIT or IIT the best college here in Dehradun is University of petroleum and energy and studies.

Well according to me, in IIT Roorkee you got more exposure than IIT ROPAR
You should go for IIT ROORKE, but it all depend upon your interest of engineering.
