Yes, you can get admission in Jadavpur University.
10% of General Seat are their for Other State Students but competition is very high so you need to have good rank ( within 1000 ). But for good branch also you have to score rank within 400.

For admission in Jadavpur University, you need to appear in WBJEE Exam, either are you from Home State or Other State.

140+ marks or 120 rank is more than enough to get CSE in Jadavpur University. For NIT Durgapur general rank within 10000 for HS Students and general rank within 7500 for OS Students is good to get CSE.
