Hello! Ravi, Glad to see your dedication. The question you asked is showing that you want a dummy college only for degree, as you need to prepare for UPSC. So, you see there are plenty of colleges that offer dummy degrees but this condition of giving all exams in last year is probably not possible because Universities make exams in a certain pattern and process. So in this situation, what you can do is you can go for OPEN UNIVERSITY, Universities that provide degree only with you being present at time of exam and no mandatory attendance. No Doon University didn't provide placement in government banks. Infact no institute or university provide direct placement in government bank or institutions. One need to qualify entrances and interview held by government organisations to get into bank.
