Hi,
Both the streams are good to their count individual. It depends entirely on your interest before choosing either of the streams and where you want to take your career. Each stream has its own depth. Commerce will open the world of finance and management for you. Whereas arts will open the world if history, political Science, geography, culture folks, etc.

No you cannot go for the food inspector exam with commerce degree. UPSC conducts the food inspector examination for B.A. To be eligible in this examination, one must have a Bachelors degree in Science stream.

You should do your graduation in Bachelor of commerce (B.Com) and after your graduation you need to have a postgraduation degree in commerce, i.e. M.Com with good academic record minimum of 55% or an equivalent grade at Master's level. In addition, you need to clear NET examination conducted by U. G. C and then go for Ph.D in a premier university.

The answer to this question has changed in past few years. Yes, a commerce student can pursue home Science because many of the institutions have allowed this to certain extents but it still depends on the school authorities that they are providing this option or not.

There are multiple options in commerce stream after graduation. You can do any small business in stock trading and get the knowledge. Otherwise you can opt for two year course of Masters in commerce (M.Com). But it all depends on your interest in which field it lies. So I would recommend you to search and explore various options. Yes you can apply. The UG design courses do not require any specific 12th stream and can be applied after the 12th in any stream.
