Yes, you are eligible to apply for NDA exam. The qualification for NDA 2018 is:
1. The age limit for the exam will be 16 -19 years (born after 02 June 1999 and before 01 June 2002 (Both Dates Inclusive)
2. It is a UPSC entry for the aspirants who are appearing or have passed 12th class. Candidates can apply for it from 06 June 2018 02 to July 2018 on upsconline. Nic. In and the exam will be conducted on 9 September 2018.

There's a lot of difference between these two institutions. St. Xavier's college is just a college, and St. Xavier University is a university. There's a lot of difference between a college and a university. St. Xavier's college still offers degrees under the name of Calcutta University and will continue to do so for the upcoming three years at least. But St. Xavier's University will offer degrees under its own name after the first session starts from this July. There are many options your friend can choose to pursue, for that he/she must know in which line his/her interest lies. Just like:
1) B.Com if interested in finance
2) BBA management studies
3) Eco honors: if his interest lies in economic, you must have maths for it. These are the degrees related to commerce. If his/her interest lies in any other subject he can definitely go for it. So ask your friend about the choice of subject interested in. Wishing you and your friend good luck!
