Most colleges rely on merit for admission to B.Com and B.Com honours. But there are some colleges that might conduct entrance exam for the same. Please mention the name of the college that you're particularly interested in. You will get a better guidance if you could provide clear details in your query.

Yes, a commerce student can apply for BCA given that you had maths in class 11th and 12th. Maths (10+2) is compulsory to apply for BCA as entrance exam varies from college to college and universities. There are several entrance exams for this course in various institutes.
SMIT Entrance Exam for Sikkim Manipal
LUCSAT for Lucknow University
Some other colleges you can apply in are:

Madras Christian College, Chennai
Presidency College, Bangalore
Symbiosis Institute of Computer Studies and Research, Pune

Should have cleared their intermediate or equivalent examination with minimum 50% aggregate. Should have cleared the intermediate or equivalent exam with English as a core subject. Aspirants, who are pursuing their last year of intermediate studies, also meet the IIHM eCHAT eligibility criteria. Upper age limit: 22 years as on July 1, 2018.

Many schools provide option of commerce with mathematics. I don't know what your state's policy on education is. However, I still advice you that it is possible. For that, you must have selected commerce with mathematics in class 11th. However, I have also seen schools allowing students to opt for mathematics in class 12th, even if he or she had not opted for mathematics in class 11th. I hope, this would suffice.
