As you are going to be a commerce graduate from Delhi University you can pursue following courses along with B.Com:
(a) ADCA in finance and accounts from recognised institutes.
(b) SAP in finance modules.

According to my opinion, mathematics subject is not compulsory for getting job in banks. You can give bank exam and if you are through it then you can get job in bank.

Yes, it can cause a problem. To know about accountancy or to make your career in the same, you must opt for:
(a) HSC in science with maths (b) I.Com or you must be a graduate in (a) Science with maths (b) commerce (c) engineering in any of the streams. If possible try to pursue B.Ed, if you want to make your career in teaching, you may prepare for Banks P.O, SSC, UPSC, etc.

CISCO does not specify any educational qualifications for appearing for CCNA. There are age criteria for appearing for CCNA. You can appear and get CCNA certification. Indian companies prefer network engineers with graduation degree in engineering or BCA/ MCA, etc. Therefore, I will advice you to gain at least graduation degree, beside CCNA for a good career.
