It's a misunderstanding. There are two civil service exams, Preliminary and Main. Prelims is the screening test only and is objective type of examination. Negative marking system is there. The syllabus: - Indian and World History, Current affairs, Basic mathematics and English (10th standard level). Once you clear Prelims, you can continue with mains.
The Mains examination is descriptive type. We have option to choose any subjects from given list. For example, an MBBS graduate who is interested in history can select history as an optional subject. The questions will be based on optional subject.

It can be a diploma course like Travel & Tourism, Hospitality, Computers, Mass Comm and he can complete his graduation with easy subjects from universities offering distant program like Meerut side by side
