Hi Anjalee,
As the admission criteria are different in every college, you will have to inquire in each college that you are interested in. There are some colleges that would allow admission to commerce students as maths is the only mandatory subject that one should have in 10+2 and graduation in order to qualify for MCA.

1. Choose one major platform
The major platforms in mobile app development world are Android, iOS, and Windows. There are others too like Symbian and Blackberry RIM, but you already know not to go for it.
So, either you can go for all the three major platforms, or you can choose one.
Even though Window 10 apps are springing up, it's still not the most lucrative to areas, to begin with.
Thus, the first stepping stone for your journey to choose will be either to opt for iOS apps or Android apps.
Once you have control on one, you can expand your horizons to include other app development technologies too.

Training and on-the-job experience are the only ways to become a network admin. Here are some steps:
Learn about how network protocols help to make a network work properly. L1, L2, L3 and L4.
Ethernet - L2 routing, ARP, STP, etc. IP - L3 routing, RIP, OSPF, etc. TCP/UDP - How packets are built and interact with the network. You would then learn vendor-specific tools/commands to make a network work and route packets correctly. At the end of the day, all networks work the same way, the only difference is what commands specific hardware required to make them work. Working on Linux/Unix always have a good scope, as you could see most of the big IT firms are moving with Linux because of open source and cost-effectiveness, which means there are more career opportunities. It might not be so useful for you if you move into the ECE domain but if you plan to go into IT then definitely it is very useful.

You should not go with the thought that whether the institute is private or government. You should, in fact, focus on whether the institute is good or not. I would recommend B.Tech for you because as per industry norms B.Tech is equivalent to MCA and for MCA you would invest 2 more extra years plus the fee.
