MCA and MBA cannot be compared as they are very two different courses providing two different lines of careers. But an MBA degree will always be useful if you are already strong in your technical abilities and MBA degree would help you to earn a higher position in companies.

It seems that you are in 12th this year. Therefore, it is advisable to completely focus on your 12th board. Once your scorecard of 12th is excellent you will be in a better position to decide the next course to pursue.

Patwari Exam is only for the applicants who possess a degree of Bachelor in any discipline from a recognized university and this is a Diploma course, not graduation, so you can't.
