If you are interested in computer science, then you should go with science stream with the subjects physics, chemistry and maths and you can choose computer science in class 11th and 12th as it will give you the basic knowledge of C+.

Yes, a first class is recommended especially if you are targeting top universities. However, admissions will be based on your overall profile. If you apply to countries like the USA they will check your GRE score and profile as well and here even if you have 59% you may stand a chance if your GRE and application profile is very good. With your grades, you can also check institutes in Australia or countries like Norway, France, Netherlands, UAE, Spain, etc.

Hello Baljit,
If you are speaking about a job in IT sector then certainly not. You need to be a graduate at least for a job in the IT sector. After 10th, you can either opt for 12th standard with computers or opt for Diploma in computer engineering (provided you had science subjects in 10th standard). Once either of the two is completed, you can opt for graduation in computers (B.Sc in IT, B.Sc in CS, BCA or B.Tech). Once graduation is over, you can look for jobs in IT sector. If you are still unable to secure a job in IT sector, you can try pursuing Master's degree as well.
