Yes you can go foreign after completing your Bachelor or master. But if you have 16 year of education, then I will suggest you to do SAP certification which is globally recognized. In Whichever country you will go, you will get 5 figure salary package in dollar after doing SAP certification.

Hi Syed,
Since you have 3 years of work experience, you can apply for MBA without GMAT. however, M.Tech without GRE would be difficult. Also, IELTS would be mandatory if you are planning for an English taught course and TestDAF is you are willing for a course taught in German language. Would recommend you to write IELTS and look towards Grenoble Business School. It is amongst the best in Germany and would consider your application even without GMAT.

There would be limited or no degree in VLSI, you must take MS in Electronics Engineering and specialize in VLSI. Whenever you apply you must check the program structure and tracks they offer. These are some of the well known in your desired area -
Stockholm University, Lulea University, Royal Institute of Technology , Linnaeus University and Linkoping University in Sweden
University of Waterloo, University of Toronto, University of British Columbia and McGill University in Canada
