Im not sure which Government Arts and Science College you are referring to. However, the average fee for BSc Computer Science course ranges between INR 25,000 - INR 2,00,000 because BSc CS is offered by both government and private colleges. In comparison to private colleges, the BSc Computer Science fee in government colleges is less.

Yes, if he/she is under eligibility criteria for a particular college. Some college have there eligibility criteria as pass 12 with math/English and some has 50% in class 12.

BCA is one of the top courses of Bennett University. BCA degree at Bennett University provides practical learning to students. I would say its good, faculty do put in efforts if you are willing to study. Just go on asking questions and banging their head. Studying would be super fun. There are many clubs to let you close to your hobbies. University has some international collaborations as well.
