Yes, some of Cornell's colleges/schools have been releasing a waiting list for the past few years. However, it is difficult to predict whether a waitlisted student will receive an admission offer. Waitlisted students are not considered for an admission offer until all of the accepted students have responded to their offers till May. The decision of admitting a student from the waitlist is made by the individual college/school.

When you're admitted into the United States at a port of entry, you must present your passport with the entry visa and other supporting documents to a Customs and Border Protection officer. The officer then decides whether you are eligible to enter the country and how long you can stay and admits you in a nonimmigrant status that matches the visa in your passport.
