CUCET isn't mandatory for B.Sc. admissions at Chandigarh University, but I'd highly suggest taking it if you're aiming for a scholarship because the university gives scholarships based on CUCET scores-score 90.01 to 100 and you will have a whole 100% benefit, whereas 80 to 90 requires you to have a half because scholarships really help in paying your tuition. However, to keep maintaining your status in the course, maintaining a CGPA of 7.5 or above every year is needed. CUCET is compulsory only for a few courses like B.E., MBA, MCA, law and pharmacy. No, you cannot even think of getting into the IITs via CUET for BTech courses. The IITs strictly demand JEE Advanced exam scores for admission to their BTech courses in various specializations. You first need to clear the JEE Main entrance exam and then go for JEE Advanced to grab a seat at those temples of academic excellence.
