This year cutoffs are gonna be very high as predicted and a course like B.Com (Hons) it is really hard to get any college of Delhi University with a percentage below 90%.

No, you can't you have to take fresh admission and provide a separate migration Certificate then only you can take admission in Delhi University and also you have to start from 1st year.
