You can change both your college and the course as long as admission process is on and your 12th percentage meets up the cut-off percentage (best of 4/3) in the latest cut off list released by the University. Once the admission process is closed you can not change your Course/College . you can still migrate from one college to other, but for that you must have a good academic record through out the semesters.
Please follow the procedure mentioned below to change your college during Delhi University admission.

Hi the course that you have mentioned in the question is not really clear please specify the college which is providing this course and what it is about all the best as per my knowledge Delhi University does not offer this course.

In 84%, it is impossible to get admission in DU for B.Com if you belong to general category, you have to try for another university too. You might get or not get admission in DU. Chances are really less.
